Please see the outline below in regards to how minor hockey complaints and investigations will be handled within the officiating structure.
Minor Hockey Process:
Step #1: Complaint/investigation is initiated Step #2: Association referee in chief investigates – 1st point of contact Step #3: If the problem is not resolved then the complaint is directed to the Zone Supervisor of that area Step #4: If the problem is not resolved then the complaint is directed to the Referee in Chief – Minor Step #5: If the problem is not resolved then the complaint is directed to the Referee in Chief – HNS
Note:
- All Rule #71’s should be reported to the Referee in Chief of Minor
- When a complaint/investigation reaches step #3 – copies/correspondence should also be sent to the HNS Manager of Officiating.

Re: Officials registered with HNS
There seems to be some confusion amongst minor hockey officials as to whom they report to within each individual minor hockey association. All officials must be registered within Hockey Nova Scotia (HNS) as stated with the HNS and Hockey Canada (HC) constitutions. Ultimately, at the end of the day, all members will report to the HNS Board and their council chairs. Once an official is officially registered under HNS they essentially work within their home association. All officials report to the referee in chief of a minor association and all referees in chief’s report to the minor association’s President.
There seems to be a few problems as outlined below:
- Some officials believe that they do not work for a specific minor hockey association. This is incorrect, as minor officials are scheduled by the local association referee in chief or game assignor.
- Some officials believe that they belong to an “officials association” which is outside the minor hockey association. This is incorrect, as all minor hockey officials report to their RIC who is a member of a specific association.
It is important that all officials understand the structure of the program and whom they report to. Officials are asked to respect the structure that is currently in place.
